One of my fondest childhood memories. I didn't mind helping with the yard work because I knew we'd stop and get a popsicle on the way to the dump, and more importantly, there were a few great hills on the way there, and my dad would turn around and drive back over them, very fast! Whew! What a feelin!

It also depend what surronss the hill below and on top and at which level of the hill u are a@ ineverthless it gives u a sensational like no other its mysteious dark, creppy tranquil but yet beautiful

Unless your actually asking about the giddy, stomach churning "roller-caoster" drive of step roads then yes, I know the exact feeling your speaking of.
I also get it on flat lonely stretches
long curving bends
crossing wide rivers
driving through tunnels new neighbourhoods and cities driving roads that cut through desert and forest landscapes and roads that follow lakeshores.
"That" feeling is strongest approaching my home town after a long absence.
