Change the language in Control Panel > Regional and Language Settings. You may have to have a Windows CD for that. And you have to know which key the letters are. In other word you keyboard have those hindi letters.

you can try using rediffmail on
www.rediffmail.com
First You Go Writemail
and select language ulike hindi or other indian regional language
then type mesages in ur regional language.
or
u can write mail using BARAHA 6.0

there are fonts(Virtual Key board) supported and found in the web by google to use in google chat and mails.
Please google to find the suitable one.
