When you feel confident about yourself it is easier for you to face other people and convey your point more clearly when you feel sure in what you are saying.
I feel it is helpful to have self confidence when communicating, but as far as essential for effective communication, it depends on what you define as effective. Getting your point across, getting your point across politely and professionally? I do not feel that it is essential in all, for many people that are lacking for confidence are just as able to communicate as others. You can yell and make someone understand you with no confidence at all.
