Yes, mutations are possible. They happen all the time. Read a Ripley's Believe It Or Not book and you'll see lots of them. Think Siamese Twins and you'll know a mutation.
Most mutations are bad and result in the death of the creature suffering from it. I once saw pictures of a baby that was litterally a cyclops with one large eye in the middle of its forehead. The mothers body prematurely ended the development of the fetus at just over 3 months. There's no way it could have survived.
However, not all mutations are bad. Sometimes they make the creature stronger and more adapted to living in its environment. The fact that humanity now grows a foot taller than we did 2000 years ago is one such mutation.
As for Vampires, they don't exist. Though there are certain diseases that can give the appearance of Vampirism. Google it.

Mutation is not only possible, but it happens all the time! That's everything evolved. Mutation allows an organism to adapt and survive, too, but it takes many generations before notable changes are visible. As for vampires and other mutants: don't believe all you see on telley, ok!

Yes, cell mutation happens all the time. http://users.rcn.com/jkimball.ma.ultranet/BiologyPages/M/Mutations.html
Vampires covers a range of information and sometimes it is difficult to decipher fact from fiction. Here's a good start:

Nothing lies entirely outside the realm of possibility...probability, though, that's another matter.
I love the X-Men just as much as anyone can, but, I don't see it happening anytime soon--or at all. Sorry.
