Stainless steel relies on a coating of nickle oxide for corrosion resistance. The best way to establish this coating is with a dilute (15%) solution of nitric acid, sometimes with phosphoric acid added - totally immerse the parts.

Steel wool will remove the oxide along with the corrosion, and leave steel particles embedded in the surface. This will guarantee corrosion in a big way. Steel wool might be the best approach, but pacification is mandatory thereafter. Ditto with sand or bead blasting.

Your best bet for pacification is to contact a company that fabricates SS for the chemical and pharmaceutical industries. They have the tanks, supplies and experience, and would probably toss your stuff in with another load for little or no cost. Ask about bead blasting at the same time.
