We can and to the issue comes down to wiring. The simple fact is that most of our brain is wired before birth in a complex 3d shape. The brains function is a emergent property of this complexity. While we constantly replace nerves in places of low complexity cuprus, white mater, olfactory bulb ect. The fact remains that neural crest cells could not grow into the more complex regions without disrupting them. Further they could not find the right partners to wire up with causing them to be of little use.

Actually we can in the hippocampus region of our brain. It's called neurogenises. It was just recently discovered and is a very slow process.

We don't need more brain cells.
We only use 5% of our brain anyway.
