That is like asking "What is the difference between a business car and a personal car?" They can be exactly the same or totally different. Some kinds of cars have special features that make them better for certain purposes which are more commonly used in business or personal situations. Some kinds of hardware and/or software have special features which make them better as a server or a personal computer. However, it is the way they are used that makes a server or a personal computer.

A server is optimized to send/receive info via the network, and to run server-side applications (which will send/receive info over the network).
A personal PC exists alone, and does not usually send/receive much (unless playing networked multiplayer games). When compared to a server, a PC would tend to have lower specs in some areas (much smaller HD, much smaller memory) but better user interface (bigger screen, better video card, sound card, etc.) elements that a server don't need.
A typical server have 16 GB's of memory and TB's of storage space, and would be running server-side stuff like web, SQL database, DNS, management, and more.
