At the former decades in XX century, F. Haber solved the Industrial Ammonia's Synthesis.
He discovered Pure Iron Crystals act as Catalyst able to convert Hydrogen/Nitrogen's Gas-Mixture in the Chemical Products.
HOW DID HE FORM THESE CRYSTALs?
As you asked, he thought to START FROM RUST.
He treated PURE IRON(III) OXIDE (e.g. reddish fraction of rust) in a Pressure-Reactor where he pumped Hot Hydrogen Gas-Stream against this reddish powder. In a satisfactory fashion, he obtained Metallic Crystals
3 Fe2O3(s) + H2(g) <---> 2 FeO.Fe2O3(s) + H2O(g)
FeO.Fe2O3(s) + 4 H2(g) <---> 3 Fe(l) + 4 H2O(g)

If you can find a way or a chemical to reaction with rust (FeO) to remove the oxygen from it then yes. At the moment the only way I can think of is though electrochemical methods or with the aid of a blast furnace.

Yes, rust can be converted back with the aid of a blast furnace
and carbon

you can remove rust from any iron that is left, but you cannot change rust back into Iron.

Not quite. You must find a way to get rid of rust. It can be done by means of some chemicals.
