There are places they are appropriate when used conscientiously, but can be overbearing, I suppose. That is, if you are sensitive to the excessiveness of them.
Most people pretty much ignore it and move on to a more comfortable question.

Yes, I have obsessive compulsive disorder and sometimes get hung up on them. I like to have them in a set of 4 or a multiple of 4 *shrug*....

its easier for the reader to understand what the writer is trying to say. Like... that right there i used mutliple periods to show a pause. If someone uses mutliple question marks its like answering and asking a question you know??

im kidding umm i think bc its sometimes too hard to express a certain emotion with words unless you elaborate on and on and circumlucate it on and on the nthe rigth emotion comes uop or is oresented but put in simple terms
its helps show more emotion!!!!!!!!!!!!!!!!
