Thinking of putting together a new computer so I can play some of the new game that are coming out these days. What is the better processor? Is there much of a difference between the two?

AMD Sempron 64 2800+ tray Sockel-754, 1600MHz, 256kB Cache
or
Intel Core 2 Duo E6400 Sockel-775, 2x 2.13GHz, 266MHz FSB, 2MB shared Cache

Even setting aside the multiple, in-depth justifications for the superiority of the Core2 line over anything which AMD is currently marketing... just look at what you typed: that particular Intel chip has a higher clock speed and more cache. Even with all things equal, the Intel chip would outperform - it's no contest.
