If I have copies of someone's divorce papers, is it illegal to scan them as a jpg and post them on the Internet?

It's a public file so no. It's completely legal.

Probably not - depending on what exactly kind of "papers" you're talking about. If it's from a court file, that's a public record - anyone can do down to the clerk's office and ask to see the documents. If it's not a public record, such as a confidential settlement agreement, or if it has anything to do with children, best to leave off.
