you did not completely ask this question... you said, " i do it on public."
Where in public are you whacking off.... every time you feel compelled to jerk off in public, remember that it is against the law.... they put people in jail for that.... if you whack off in jail in front of some mean inmates, they might beat the **** out of you... that will stop you from jerking off .....
The short answer to your question is Grow up... Get some Hobbies... Fill your time with something other than your worship of your penis.....
IF this is a real problem for you that you dont think you have controll over, you really need to go to a psychologist and get some help....

To stop doing it 4 times, try five. You say you do it on the public, don't they get upset when you empty your load all over them.

Do it four times a day is not a problem. Doing it in public is.
You risk prosecution so confine your habit to indoors.

you're just bored. Get something more meaningful to do. And if you really can't help doing it, please do it in PRIVATE. There's a difference between being horny and lascivious. It's something you do in private or w/ someone you're very very intimate with. Not for the whole world to see.
