I do not think covering gang violence encourages gang violence. The gangs are not out to get publicity they are protecting their turf or whatever.

I think terrorist are different. It seems that covering terrorism could encourage more terrorist. Look at the impact you could have on the world by blowing yourself up. I think it could be used for recruiting more terrorists and it would not be a stretch to say it could cause more soldier deaths.

I don't think covering gang violence encourages gang violence unless you glorify it.

Glorifying gang violence in any way be it rap, games, or movies is what encourages gang violence.

The same goes for terrorism, as long as the networks are condemning the violence instead of glorifying it its all good. However, I don't think they are doing a very good job.
