It is very plain that Bush's plan IS working. There is complete chaos over in Iraq. Bush's cronies have control of the public companies and oil companies. Bush supporters are running the contractors that are running Iraq.
There is a civil war over there because idiot Bush didn't listen to civil servants whose job it was to have information about Saddam's Iraq. He didn't listen to our generals. He didn't listen to anyone but a bunch of chickenhawk neocons in the Project for a New American Century. These guys have proven just how corrupt and stupid they are time and time again.

No, but your propagation of the theory that it is evidence AGAINST the plan working shows that terrorism does serve it's purpose, as does your question.
Seriously.
New roads and schools get almost no coverage, but assassination attempts do. And you give those terrorists an additional voice. So they continue to bomb things, including American soldiers.
It's only slightly a stretch to say YOU are killing American soldiers with your terrorist bombing media attention.
