It is absolutely a job for the fire department, they have special training for hazardous situations. if it is crude, natural or pipeline it can be 1. flammable, 2. contain poisonous HS gas. The fire people could order an evacuation. Even if a natural occurance, you can be expected to pay for your neighbors damage expenses.

Call the Fire Dept. You could have a broken pipe in your yard, if' it isn't the septic system. My son is a fire fighter, he just told me to tell you to call the Dept. immediately. Regardless of what it smells like or what you think it is. Crude oil is dangerous to the environment............ So is septic waste. Just call them, ok?
