A transexual from female to male ( born female, changes to male) can not make a female pregnant. He does not have functioning testes that produce sperm.
A transexual from male to female ( born male and changes to female) will still be able to impregnate a female if the transexual has not had gender reassignment surgery.
in other words, If the dick still works, and the balls are in place, the woman can get knocked up.

If the male has had a full sex change then no but as long as he is still 100% male (anatomically speaking) and has a healthy sperm count then yes he can just the same as any other man.

no not if it is a female because even though she is a "man" she is still producing eggs, not sperm.
Sperm + Egg = Baby
Egg + Egg = 2 Eggs (no baby)
