I keep mashing the off button but, nothing happens.

There is no actual "off" button on an iPod, except for the Shuffle. For all of the rest, first make sure that the Hold switch is set to the unlocked position, and then just press and hold Pause at the bottom of the click-wheel to put the iPod into sleep mode.
If your iPod has frozen, you can force a reboot by sliding the Hold switch to locked, then back to unlocked, and then press and hold both Menu (top of the click-wheel) and the center button at the same time until the screen goes blank and then displays the Apple logo.
