If I replace my video/sound card with a new one will it be able to work properly?

Yes, after installing the proper drivers they will work fine.
Make sure the graphic (video) card you buy is a PCI bus type NOT AGP OR PCIe (PCI Express) as these aren't compatible with your Dell.

as long as you install the drivers for it. If you don't get a Cd with the card -- download them from the internet BEFORE you install. XP should see the new devices on boot and ask for the drivers.

Yes you can update your grfx card as long as you stick with PCI and don't get confused with PCI-E. Also might wanna make sure you have atleast 512mb of DDR ram installed aswell.
