Control Panel > Users
"Change the way users log on or off"
Check "Use welcome screen"

Otherwise it will us the "classic" login prompt that you are seeing which the option explains will happen.

If this does not work for you, you may need to edit the registry.
Start > Run > regedit
System Key: [HKEY_LOCAL_MACHINE\SOFTWARE\
Microsoft\Windows NT\CurrentVersion\Winlogon]
Value Name: LogonType
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = Classic Mode, 1 = Welcome Screen)

The "Logon and Logoff options" must have got changed. To resolve this, perform the following steps:

1. Click Start and select Control Panel.
2. In Control Panel, double-click "User Accounts". This will open "User Accounts" window.

An alternative method of accessing "User Accounts" windows is:

1. Click Start and select Run.
2. In the Open box, type NUSRMGR.CPL
3. Press Enter. This will open User Accounts window.

4. In the User Accounts window, click "Change the way users log on or off."
5. Select the box beside "Use the Welcome screen".
6. Click "Apply Options".
7. Close all the windows.

Now check whether the issue is resolved.

All the best.

This is one I haven't seen before. When did this problem start, after you installed software or downloaded anything? What other options do you have besides restart? Will it let you boot up into Windows. If not, then try to boot up into Safe Mode then do a system restore. Sounds like you might have a corrupt file somewhere. If you still don't have any success, then you might have to do the unthinkable - reinstall.
