offset means to balance or to cover in the sense of an expense "to offset this start-up cost, we are going to be selling t-shirts at a profit, and will use the profit to recoup the start-up costs"

'Offset' can mean the same thing, as can 'outset', but 'offset' can also mean 'to one side', or 'to compensate for'
e.g. He was given a small cheque to offset his travel expenses.
