Your computer sounds like it has serious issues. In windows XP, the default option when windows encounters an error is to restart instead of showing the Blue Screen of Death.
To stop it restarting everytime is encounters an error, go to Control Panel --> System --> Advanced Tab --> Startup and Recovery and under system failure, make sure the Automatically restart option is unticked.
Try shutting down and if you are getting a blue screen, then its time backup your important data and reformat.

Hi there.
Mmms, there might be something conflicting in your computer. It could be either hardware or software. The best way to find out is to disable "automatic reboot on error" option. Here's how:
(I'm assuming you're using Windows XP)
Start menu, Control Panel, Performance and Maintenance, System, Advanced tab, under the frame "Startup and Recovery" click on Settings button, under frame "System failure" UNCHECK the option "Automatically Restart" and OK, and OK. Now whenever your computer restarts, it will now show the blue screen and you'll have to write down what error it says like for example "something.dll has caused an error etc etc". Now search for that error for any solutions on google.
Also check if you have recently added new drivers or made any changes before the restarting occured.

My answer will depend on which version of Windows you're running. On older versions, you need to download a shutdown patch from Microsoft. This has been a problem in the past. If you have XP or Vista, there's most likely an error in the registration file or a software program is preventing it from shutting down. You can go to the Microsoft and find the patch, download and install it. Also, check the power settings in the system folder. I hope one of these work for you.

Go to Control Panel, search for power options. In the power options go on to the Advanced tab and on the bottom you will see that you can make your choice to shutdown or restart whe nyou click on the power button, so just change it from Restart to Shut Down.

if it restarts then it is messed up and my advise would be to reformat windows
im asuming you have xp so just gather all of your information off of your computer on a cd and then re install the windows operating system
or go to system restore on the control panel
