There is such a thing as a partial circumcision, though it's not common in the US (but far more common in Europe, for instance, when circumcisions are performed).

You have one of two situations. You might have had a partial circumcision (or a circumcision that inadvertantly didn't remove enough skin). In order to tell, you'll have a brownish circumcision scar somewhere on your penis or there'll be this "line" where the coloration of skin dramatically changes. If don't see any signs of this, then you might actually be uncircumcised. Some guys are born with very short foreskins; a few are born with foreskin so short they only cover part of the glans (penis head) even while flaccid or it might not cover the glans at all (and appear circumcised when in fact they're not).

In any case, if this is a result of a (maybe) accidental partial circumcision, consider yourself very lucky. If you suspect it's just what you're born with, then just leave it at that and enjoy what you have. Look at the link to see if it helps more.

Consider yourself blessed. There is a situation that could be considered partial circumcision, but it is most likely a complete circumcision where not much skin was taken off. A true partial circumcision is what occured during greek times. Since it was impolite to show the head in public (while no clothes was totally acceptable) many men would tie the end of their skin to cover the head when in public. That doesn't mean that they weren't cut, just not alot was taken off. Back then it wasn't uncommon for just the tip to be cut off as it was commonly understood that skin covering the glans was essential for function. It's wasn't until much later in history, especially here in America that the reason for circumcision became deterring mastubation instead of a simple culture issue. Then you have some guys that have an enormous amount of excess skin and even though a doctor may have performed a routine circumcision, there was still a good amount of skin left over to fully cover the head. You also have the possibility that during childhood or even puberty, that the skin was stretched back out to cover the head. Whatever the reason behind your fortune, consider yourself very fortunate to still have so much skin left over. Since you are still young, you can easily stretch it out more to completely cover the head, or do some manual stretches to continue to lengthen your whole penis. This is best done during the teen years as your penis is in the growing phase and is the most susceptible to stretching. Hope this helps, write me if you have more questions.

yes there is such thing. some conservative doctors don't remove much skin. can be fixed by circumcision again which does NOT hurt i got it at 23, all these people saying it hurts are full of it, just sookin. most probably too scared just using excuses to not get circumcised.
it isn't a problem. kinda normal now days with all the anti cut wierdos around.
