this car has 2 sensors,the sensor that is on the thermostat housing(from the lower rad hose)is the fan sensor,the one coming from the upper rad hose(the front of the head) is the underhood temp sensor,more tha likely its the underhood temp senor,work as honda techand have seen that problem many times,and that fixed it most of the times,good luck

in that case theres only 2 reason.. the fan motor it self is broken or the engine temperature sensor gone bad.. this is common for japs car.. engine coolant/temp sensor works like a thermostat when it sense the motor is hot enough it will send the signal to auto turn on the fan..
try remove the fan wire socket and test hot wired it straight to the battery.. if the fan turns.. then u got your answer..

Pretty sure the relay is under the hood.

Check the owners manual or check on chiltons.com
