Does anyone know if you have to have the Motorola Phone Tools 4.0 to put music and pics on your motorola v190?

I am wandering if I can just hook up the USB cable and do it.

Yes you do. I tried all other ways to do it but finally had to get phone tools and its pretty simple to add music pictures etc.
