I don't think it's impolite because the reason it's impolite to talk with your mouth full is because for 1 reason u can see the chewed food and for another reason, u can't even understand what they are saying. So when your signing u don't really have those problems.

I'm not sure what Miss Manners would say, but as someone else has already pointed out, it could very well be dangerous to sign with utensils in hand.
