The hairy legs collect pollen dust from the flowers as the bee crawls all over a flower to collect nectar and make honey.
Visiting another flower, the bee deposits the pollen dust on to the other flower, thus pollinating the flower, to blossom and bloom!

I believe it's used to hold the pollen they gather from flowers. But it also could be used as a receptor for taste or something.
