Eb (E flat) tuning just means all the strings are tuned a half-step lower (low to high: Eb, Ab, Db, Gb, Bb, Eb ).
Most tuners have a flat(b) and sharp(#) option for tuning. If you have a tuner like that, just press the sharp/flat button and then tune it as you would normally. The corresponding strings will be tuned flat. Remember to reset this setting when you want to go back to standard tuning!
If you have a chromatic tuner, you can just tune like normal, except you'd be aiming for Eb instead of E for the sixth string, Ab for the 2nd.
I assumed you're asking about the Eb tuning and not neccesarily how to tune a guitar. But in case you are, tuning involves turning the tuning knobs located on the headstock until you reach the desired note/pitch.

The easiest way is to use an "auto chromatic" type tuner such as the Korg CA30. If you only have a basic guitar tuner it only tunes to standard EADGBE. An auto chromatic tuner will tune any note(A,A#,B,C,C#,D,D#,E,F,F#,G,G#), useful for tuning ANY intrument, and especially useful for alternate tunings.[Eb is equivolent to F# incase you're confused]
If you can tune by ear (relative tuning), you should be able to reasonably detune a half step. Start with your guitar in standard tuning. Detune the E string until it matches the note on the A string at the 6th fret. Now detune the other strings relative to the detuned E sting (now Eb/F#).
There is no better way to tune a guitar than an auto chromatic tuner!

Are you talking about tuning to an Eb chord, or just a 1/2 step drop tuning? If you're talking about a drop tuning, just tune everything down by a 1/2 step...Eb Ab Db Gb Bb Eb

What you're describing could also be a setup main issue. The movement and intonation of your guitar have plenty to do with it staying in music. If you haven't had the movement and intonation setup I could particularly advise it. You might be a lot happier with how your awl performs and holds music. If you're considering that new tuners, get the form that lock. Schaler and Grover each make pleasant tuners. Good good fortune and Play on!
