if it's a tie hanger wouldn't have to fold the tie long ways to make it hang making crease in the tie?

I believe it is a tie rack/hanger....I have one that's similar. you hang belts on the bottom hooks

the racks lined up are for holding wash clothes,and the 2 hooks @ the bottom are for towls.

Looks like it should be used for hanging up neck ties and belts.
