I would guess b, but I could be wrong. - Osama's main goal is to get the U.S. out of the middle east - particularly Saudi Arabia. Terrorism is just one of his tactics. - But his over all strategy is to bankrupt us. - which ultimately is what worked against the Russians in Afghanistan. (with a little help from our Stinger Missiles - the Russians couldn't afford the constant loss of helicopters.) 9/11 probably cost Osama only a few hundred thousand dollars. He has received a lot of bang for the buck - as our wars in Afghanistan and Iraq have now cost over 400 billion dollars, not counting all the new expenses for homeland security. Imagine what the cost will be if he succeeds in blowing up just one U.S. bridge - and we require airport type screening before anyone is allowed to cross a bridge.
