The way someone looks or feels when they've had a hard time of it. From a horseman's term, when someone has not taken care of a horse after a hard day.

It is a derrogatory term

I always thought it was bad. I have heard it used only this way when someone was talking mostly about a female who had been around, abused drugs or looked really old for their age, (lots of wrinkles) ect... lol.
