Basically, yes. A benevolent dictator is the only likely practical solution anytime in the foreseeable future.
Democracy (including a democratic republic) only works if everyone involved is willing to abide by the decisions of the majority. That's not even close to being the case in Iraq.
So, regardless of what kind of government is formed, those in power are only going to obtain stability by imposing it through military force. And even if a large coalition starts off in charge, anyone in the minority is going to feel less and less a part of the process, until eventually there is just one group ruling everything.
Iraq is not socially ready for a democratic form of govt.
Even the US is barely able to pull it off, and we've been trying this for 230+ years.

dictator always rule the country as they want and wish.
they do not think what is a demand of a nation but are busy building their own image and unchallenged rule.
all dictators have lead their countries to disaster.
Iraq and all Arab countries need democracy and for this Arabs should be made aware of values of democracy.

Iraq needs a democratic leader to save it from chaos as a result of the warring Shiites and Sunnis. Another Saddam Hussien will lead Iraq to another catastrophe.

We can't pull out the Communist will take over, Thats what they said about Vietnam, we pulled out communist took over who really cared.
So if we pull out of Iraq, who will take over, maybe a dictator who really cares.
Maybe we won't get the oil, that will bother Haliburton, Bush and Cheney.
At best no more of our soldier dying for a lost cause.

No. Iraq needs to be given the same type of government we have = in their case, 3 independent states with states laws and state governments, etc... under one federal government with a national president...
