Because Water Bugs like Dark Damp locations to make into their home... but don't live or swim in water.

While there are real waterbugs (actual 'official' bugs that live in water), the roaches that are often called waterbugs prefer dry land. That doesn't mean they don't like water, though. They are often found near drains in sinks and floors, as they can use the pipes to hide in, and I suspect that this habit of theirs is what gave them their unofficial common name.
