to lift without exersize or taking enhansment pills and if there are what are they and how do they work?

i'm sure you also meant to exclude surgery, another way to lift breasts. or even with a good push-up bra.
otherwise, i don't think so.

If you want them lifted you either need surgery or a really good bra. If you want them bigger, the same thing applies.
