Because of static electricity. You need more moisture/humidity in the air.

The picture tube screen has a residual static charge which attracts dust. A TV tube is a big cathode ray tube where an electron gun fires a stream of negatively charged electrons at the phosphores in the front of the screen to generate the picture. This is where the static charge comes from.
