With a few exceptions yes. Medium to dark brown slacks, or if the accessories are brown. So no dark chocolate brown on the lower half and no brown belts, etc.

No they don't. You need to match your shoes with every outfit. Besides if you wear the same shoes all the time it would get kinda old.
