"Sending " infers a command to do something against someones will.
I doubt that nations "send" citizens to other countries. Instead, the citizens themselves look into ways and means to better themselves by immigrating to other places in search of a better life.
That being said, I think that yes, it is advantageous for the home country that workers left, not just the Philippines but all similar countries. Generally, if these workers have families left, they would send money back to family.

I think it's a good short-term solution for many people, but everything the Philippines needs to succeed in the world is right there. What's happening is a "brain-drain".
With a different attitude, the Philippines would be a rich, powerful country with all sorts of social services, great health care, etc. Many institutions are already in place for this --schools, universities, a democratic system. Filipinos need to think in terms of their entire country, share the wealth, and investing in everyone---why isn't this possible?
Why is the "mind-set" different, and not interested in just making the country work efficiently---why waste talent on the rest of the world?

Sending them abroad will: lessen the unemployment rate in the Philippines, increase the dollar reserves of the country because of their dollar remittances.
