Because it makes a person cool, and gets people to laugh with them, and makes them popular. God knows why, but it does.
And the definition of visually ugly? I really don't think there is one. Everyone has their own opinions.

People tease ugly people because they're cruel. As for the definition of ugly, it varies from culture to culture but universally, symmetry is seen as attractive.
