As they say in many songs and poems, "you can't make somebody love you." Be less attentive than you usually are. Then when they will realize what it's like to not have you so eagerly available, they will miss you and come running back.

The questions isn't very clear - what is the objective of letting this person go? Is it so that they will never leave you? Is it so that they will go away? Don't know how to answer this one.

It works in the sense that it gives you peace of mind. It doesn't mean that they will come back to you... it just allows you to get them out of your mind. You don't need to worry about someone that doesn't love you... especially if you love them.
I've heard it said, don't waste your time on someone that isn't willing to waste their time on you.
