Columbia is its name. The formal title is District of Columbia, like State of Kansas. And because using DC is easier than trying to come up an abbreviation for Columbia (CO is taken).

The district was created to be the seat of the federal govt, so no single state could claim that distinction, and so the federal govt was not within the jurisdiction of any state. For the first century of US history, those issues were very important to many people.

Washington is a city within that district.
