Your brake rotors may need to be cut,if they are warped or out of round this will cause a pedal pulsation. Also if you had your wheels balanced and it made things worse,I suspect the wheels were mounted incorrectly using an impact gun.Using an impact gun to mount wheels can damage your wheels , lug nuts/bolts ,and brake rotors.

If you feel the pulsation in the brake pedal and abs is ok then you will have rotor problems as stated by the other answers, if you do not feel it in the brake pedal on brake apply and feel it in the steering wheel it will be one or more tie-rod ends bad...have a tech test operate your vehicle....

The rotors on your disc brakes are probably warped. You'll have to at least have the rotors turned to even them out, or possibly they will need replacement. You also will probably need the brake pads replaced as well.

Bad rotors are a possibility, but check that all your lug nuts are secure. A loose wheel could produce these symptoms.

year, make and model please.
Your rotors are warped and need to be machined or replaced, OR your ABS system is whacked out and if it is the light on the dash should be on.
