Disputes over water sharing may be a huge problem in days ahead. Why can't we redraw the state boundaries so that a river, it's major catchment comes into a single state. Name the states as Cauvery, Krishna, Godavari and so on. Atleast disputes stay within a state and it is upto that state citizens to solve it. Else is it not high time that all water bodies become resources of the Central Goverment and let quotas be decided centrally and made binding on the states without contest / dispute. Let us parallely find resources to plan and execute garlanding of all Indian Rivers.

If it is not water states will fight over other things..

Nationalising our rivers is a good idea. But local and state govt should also focus on reusing waste water... There is so much water going waste into the sea / there is sewage water flowing into the streets.. this can be treated and used for agriculture.

There should also be a central directive to monitor how much of water is wasted by these states fighting for water / and incentives should be provided to those states that come up with novel and effective methods to curb water waste / rain water harvesting etc... As states increase the effectiveness of using their own resources, then disputes among states will decrease.

For example if TN govt is capable of treating sewage water and converting it for agricultural purposes, they can share this technology with the neighboring states.... it is a win-win situation..

2. Take politics out of water sharing:
The disputes arise because each state is governed by different political parties and there is a diff party at the center - and politicizing this issue is good for politicians.

Is this about INDIA rivers/states? So confused. Might want to explain what the heck Cauvery Dispute is. Not everyone lives in "your world".

Regardless of where you live on this earth - drawing "boundaries" can/has been done with rivers/lakes.
However, river,stream, & other water boundaries always MOVE over time - creating more problems if people in one state lose land while another state gains land, etc.

Good luck. Want a better answer - ask a much better, clearer, question.

So long as linguistic states are there such disputes will keep on coming and it makes a vote bank for the politician abolish linguistic states and all problems are over

No need of re-organisation of boundries of states.matter should be strictly as per directions of central Govt.
