Penelope Cruz and Salma Hayek both have strong accents, which might make people feel they are not fluent in english, though both claim to be.
Roberto Benigni is not fluent. Audrey Tautou is easliy recognized for her work in Amelie and the Da Vinci Code, and worked very hard to minimize her accent when speaking english.

Dang it, I was going to say Jackie Chan. GRRRR. OKay, Ziyi Zhang. She was in Memoirs of a Geisha, House of Flying Daggers, Crouching Tiger, Hidden Dragon and some other movies (that we don't know about because they weren't big is the U.S.).
