Hey! I just asked this question earlier today. You gotta get 250 points and you'll be at level 2. When you get to level 2 you can rate answers and ask more questions. Good luck only 66 more points to go.

well.. it is a voting option available to you all for rating a answer.. but if you want to rate an answer you have to raise yourself to at least level 2 in yahoo answer by earning at least 250 points thru answering.If you are a level 2 answerer then click "thumb up" symbol if you want the corresponding answer to rate as plus 1 or click "thumb down" to rate as minus 1..however you can rate the answers of your own questions ( not of others ) as minus 1 by clicking "Report abuse" link and writing comments on cause of your reporting as that, you have not to be a level 2 answerer for rating minus 1 ( only answers of your own questions) and you can see the" thumb down" sign highlighted on your pc screen.

You have to reach level 2 before you can vote. Meaning you have to get over 250 points. Shouldn't take too long, took me about two days. Just start being helpful and answering a lot of questions well, and you'll be there in no time. :)
