She needs something that's 1)easy to add pictures to, 2) allows comments, and 3)allows ads. (She's not looking to make much money but she has friends that would like to have ads on her site.)

* Nothing looks easier than Tumblr, but it doesn't allow comments.
* Vox looks easy too, but I can't tell if they allow ads.
* Typepad looks interesting but slightly complicated.
* Blogger looks good but I hear a lot of problems with reliability.
* LiveJournal and Wordpress both appeared more complicated at first glance too.

Blogger is extremely easy to setup and use. Since it is owned and run by Google, you can setup ads via Google's Adsense. I use it and have only experience problems when Google was trying to upgrade Blogger. But, now that it is out of beta, it works fine and I haven't experience any problem since. You can also try Yahoo! 360, which is free and very easy to setup. All you need is a Yahoo! account. It is not as popular as the ones you mentioned but it does fit all your criterias.
