And, why might the rear light (light) on the dash come on even though the rear lights have been tested and stay on all the time? And, what maintenance should be looked into with that many miles on the car? I just bought the car.

there is a ground behind the radio 10 gauge or bigger it goes to both make sure it on good again it a ground thing check all wires for cut or loose ones start under the hood and work to the rear.

I haven't the doggiest idea, but 189,000 miles for a 1989 is actually low mileage.......and for repairs of the type you're referring to, a friend or a friend of a friend is a good idea. Good Luck !!

Check the fuse. If that is not it, trace the wires soud like u have a short some where.
