Legal means according to the law. Illegal means not legal.

But, oddly, something can be both illegal and legal at the same time, under overlapping laws. For example, taking marijuana by medical prescription is legal in some states. But it is illegal under federal drug laws. So, it is both illegal and legal.

Because if it were than how would we know who is breaking the law? You can't forgive law-breakers they don't learn from it like they should than we have a country that is lawless when we were based on laws we should uphold them
