A flapper was a woman who had style in her dress and personality. Dresses were designed with fringes. Eyebrows were thin and drawn in, shoes were pointy or open toe with thick heels and lots of pearls with necklaces that were long. Much of what we call Victorian or vintage classic; is the style it was then. The make up was distinct and red or deep red lips and nail polish. These kinds of women were not the kind to take home to mom and dad.
Some women back then even smoked. They were very sexy and provocative women and they did not wear bras or girdles. They were single and hung out in clubs; dancing and picking up men like modern women do today.

All this was just before the stock market crashed; many American men were wealthy and successful. The flappers tried to attract these kinds of men. Silicon(e, plastic) Valley has lots of modern day flappers.

The following is from wiki, which is really a better source for that type of question than YA is.

The term flapper in the 1920s referred to a "new breed" of young women who wore short skirts, bobbed their hair, listened to jazz and flaunted their disdain for what was then considered "decent" behavior. The flappers were seen as brash in their time for wearing makeup, drinking hard liquor and smoking tobacco.
