It depends on the type of seed which you have in the packet. You do not necessarily need to soak the seed in water unless the seed is "hard-coated" which usually is not the case for most common plants. For instance, "Moonflower" may need to be soaked before because of its difficult seed coating - but, Morning Glory will not.
Try to follow the (hopeful) good directions on the packet and if you feel the seed is large and is well coated, then it is probably requiring a soak for a few hours to weaken the seed-wall.

It usually depends on the kind of flower that you're planting. I started morning glories two days ago in a mini green house that i bought at wal mart. The seeds are very hard and says to either soak them over night or to nick the edges of them to make the germination process faster. I didn't do either of them. I soaked the little things of soil for an hour, put two seeds in each square, and two days later, they have started to germinate. By starting them inside with a mini green house, you're allowing the plant to get a good root started before you plant them outside where the sun and weather can affect their growth. I planted the same kind of morning glories last year with out starting them inside and they only grew 6 inches over the whole summer and fall (mostly the fall).

Each packet will have the instructions for that flower.
Some kinds need to be soaked, some don't. Some need to start in a pot, some you just pour on the ground. Pay attention to the sun requirements too. And enjoy your flowers!

You can try this it also works;
Open the seed packet.
Moisten paper towels (2 towels folded in 1/2).
Place the seeds (not too close to each other) in the towel.
Fold the paper towel in half and carefully place in a
1 gal. Ziploc bag.
Place on a flat surface for about a week.
When it appears they are sprouting plant them in a starter
pot (use care when removing from paper towel).

u need to loosen the ground up first and then have a bag of miracle dirt. just sprinkle the seeds down and cover with the miracle dirt, water and watch them grow.

Most home improvement centers carry a green house for germination using peat pellets its great for indoor starters .,I use it every year for my garden average cost is about 15 dollars
