First of all what's that muscle called? and whats the best way to work it out?

That muscle is the Latissimus Dorsi (Lat(s)) Basically, doing most back exercises, these will grow with time... In order to train them, Pulldowns are one great way to train... either with a multi exercise bar (which could be shaped as an... Upside down V, which 2 handles) or just use a Lat bar, ( a wide bar ). By using pulls downs, you'll be able to stretch on your release, and squeeze when you pull down and contract.

lift weights or heavy rocks every other day, Mr. T has yrs of lifting so he is really built up.
bicep muscles.

OOOOOO, I know this one! I know the name I just can't remember right now....But I'm preety sure that most abominal work-outs will also work out that area as well.

Wait it's....Abdominus...something.....I'm sure you can find it online.
