He might've thought that you said you were in the middle of something because you didn't want to talk to him. Little things that your crush says can mean a lot. If I were you I'd call him. Or mention it to him if you see him at school. Just ask "What about that phonecall?" or something like that.

he mind have mind be busy and don't want to directly tell you call him and ask him why he did not called you back as he said he wood , tell him you were wondering what happened because he did not called yo back. may he will tell you.............Good luck
